Combine the flour, salt and baking powder in a bowl. Mix through and set aside
Add the vanilla extract to the milk. Mix and set aside
Add the room temperature butter and sugar to a mixing bowl. Cream until light and fluffy
Add the eggs one at a time to the creamed butter. Mix each egg into the batter completely, before adding the next egg. (eggs should be at room temperature)
Next add 1/3 of the flour and fold into the batter until just combined
Add 1/2 of the milk to the batter and mix until just combined
Next, add another 1/3 of the flour, then mix. Add the last 1/2 of the milk then mix. Finally, add the last 1/3 of the flour and mix into the batter. (Ensure that you scrape the bottom and sides of the bowl as you alternate adding the flour and milk in the batter)
Fold in the semi-sweet and white chocolate chips into the batter. (Set some aside for topping the cake)
Pour the cake batter into the prepared loaf pan
Bake in preheated oven @ 350F for 1 hr or until toothpick comes out clean
Bring the loaf out of the oven and let it rest in the pan for 10 mins
Remove the loaf from the oven and leave it to cool completely on a rack
